Solomon Islands based consultancy
Australian Red Cross (ARC) plans to engage a consultant to work with the Solomon Islands Red Cross Society (SIRC) to develop a Forecast Based Financing (FbF) programme design with a focus on WASH and Health sector drought preparedness actions.
Working closely with key staff from SIRC, and in close consultation with technical staff from the Red Cross Red Crescent Climate Centre, International Federation of Red Cross and Red Crescent Societies (IFRC) and ARC, the consultant will be expected to conduct in-country multi-stakeholder consultations to:
1 Identify and prioritize key WASH and Health sector risks and impacts related to drought to target with an Early Action (EA) Plan and develop a theory of change for mitigation/preparedness/early response actions. 2 Identify and prioritize an initial set of forecast-based early actions at institutional and community level that SIRC could carry out with particular emphasis on WASH and Health sector actions which link to agriculture and food security actions outlined in Food and Agriculture Organisation of the United Nations (FAO) EA Plan. 3 Work with the Solomon Islands Meteorological Services (SIMS) to match proposed actions to indicators - both forecast and observed (if relevant). Thresholds identified in the FAO Early Action Plan could be used as a basis to the extent possible but additional thresholds that are specific to water and health sector risks and danger levels may be required. 4 Identify roles and responsibilities of all different stakeholders involved in carrying out actions and the procedures involved, including identifying national and sub-national partnership arrangements that would be required to effectively implement the EA Plan. 5 Identify what activities and resources will be required for SIRC to implement the EA Plan and outline key elements of a project proposal.
